Five Key Global Sectors and Strategies for Being “First”

A. Energy and Green Economy (Biogas & ESG)

Objective: To become the first civilian data verification center fully integrated with the EU Green Deal.

Action: Launching a Blockchain-Based Carbon Certification Model for biogas plants.

Global First: Publishing the “Transparent Data for Sustainable Energy” declaration at the G20 as the first young business organization to do so.

B. Digital Sovereignty and Artificial Intelligence (AI Act & Quantum)

Objective: To become a hub supporting SMEs in AI compliance.

Action: Establishing a Global AI Audit Center in collaboration with UNITAR and OECD.ai.

Global First: Developing a “Common Digital Data Security Standard” for the Organization of Islamic Cooperation and the Turkic Council.

C. Smart Urbanism and Integrated Sectors (Construction, Agriculture, Tourism)

Objective: Managing the digital transformation of cities and rural regions.

Action: Establishing the world’s first Cross-Border Industry Sandbox between the sister cities of Manisa and Ingolstadt.

Global First: Launching the “Digital Nomad Hubs” model together with UN-Habitat and FAO as the first civilian organization.

D. Investment and Financial Architecture (COSME, Quantum, Startups)

Objective: Building a smart bridge connecting capital with emerging technologies.

Action Plan: Creating a Quantum and Deep Technology Investment Network (Deep-Tech Angels) within the association.

Global First: Becoming the first Turkish association to obtain “Direct Sectoral Advisor” status in the EU’s COSME and InvestEU funding mechanisms.

1. Data is sacred: Every piece of data we process will be blockchain-sealed and ethically verified.

2. Borders exist only on the map: Our trade begins in Manisa, is validated in global policy corridors, and finds value in international markets.

3. We build trust, not only technology: We do not simply use AI—we certify the reliability and trustworthiness of AI systems.

4. Green transformation is not optional: We will not participate in investments where carbon footprint measurement is absent.

5. The future is quantum: In the post-quantum era, encryption and digital security will never be compromised.

What Does the Law Introduce?

The EU AI Act classifies artificial intelligence systems into four categories based on risk levels. Systems used in areas such as healthcare, education, employment, critical infrastructure, and public services are defined as “high-risk”.

For these systems to be sold in the EU market or used independently, they must be approved by an accredited institution and obtain certification. Starting in 2026, major European buyers have begun requesting these certifications from their suppliers.

The cost of non-compliance is significant. Administrative fines may reach 3% of global turnover for general violations, 7% for prohibited practices, and 1.5% for providing incorrect information. These penalties can reach millions of euros worldwide and pose a serious risk particularly for small and medium-sized enterprises.

Where Does Türkiye Stand?

Türkiye’s artificial intelligence ecosystem is growing rapidly. By 2025, there were 1,188 active AI startups operating in the country and approximately 53% of companies reported some level of AI adoption.

However, only 6.5% of companies collaborate with domestic AI startups, while the largest challenge identified by 40% of companies is the shortage of skilled human resources in the AI sector.

Another critical gap is that Türkiye currently has no accredited institution capable of conducting independent assessments under the EU AI Act. As a result, Turkish companies selling AI systems or AI-enabled products to the EU must seek certification in countries such as Germany, the Netherlands, or Spain, creating additional costs and delays.

The Importance of the Situation in the Eyes of the EU

The European Union views the AI Act not only as a regulatory framework but also as a central pillar of its digital sovereignty strategy. Compliance with AI regulations is increasingly becoming an important factor in international trade relations and technological cooperation.

In simple terms, if Türkiye can demonstrate strong compliance with the AI Act, trade and cooperation with Europe can continue more smoothly.

What Needs to Be Done

For Türkiye to position itself effectively, three main steps are necessary: establishing accredited AI testing and sandbox centers, developing qualified human resources such as AI compliance experts and algorithm auditors, and strengthening international cooperation networks.

Our Mission

As Avrasya Genç İşadamları Derneği, we aim to contribute to closing this gap by establishing an AI Compliance Sandbox Center in Manisa. Through Erasmus+ collaborations with European partners and initiatives under international networks, we aim to support companies, public institutions, and entrepreneurs in adapting to responsible AI governance.
