ÖNSÖZ

AVGİAD bu manifestoyu boş bir sayfadan değil, somut bir iş birikiminin üzerine yazıyor. 2026 yılında yayımladığımız Eurasian Green Transformation Corridor Politika Raporu ve Global South CBAM Readiness Index, dokuz bölgesel bloğu CBAM hazırlığı açısından karşılaştıran, bildiğimiz kadarıyla kamuya açık ilk sentez çalışmasıdır. Bu manifesto, o ciddiyeti sürdürme taahhüdüdür: abartılı vaatlerle değil, ölçülebilir adımlarla.

VİZYON: SINIRLARIN ÖTESİNDE, STANDARTLARIN YAKININDA

AVGİAD, iş insanlarının buluştuğu bir platformdan daha fazlası olmayı hedefliyor. Yapay zeka, yeşil ekonomi ve dijital dönüşüm alanlarında etik, hukuki ve teknik standartların oluşturulmasına katkı sunan bir "Think-and-Do Tank" haline gelmeyi amaçlıyoruz. Bunu bir iddia olarak değil, çok yıllı bir inşa süreci olarak görüyoruz.

ZATEN İNŞA ETTİKLERİMİZ

Eurasian Green Transformation Corridor Politika Raporu (Haziran 2026): Türkiye'nin CBAM sürecindeki köprü rolünü, sektörel etkileri ve genç girişimcilere yönelik somut politika taleplerini içeren kaynaklı bir çalışma.
AVGİAD Global South CBAM Readiness Index (Temmuz 2026, 1. Baskı): Dokuz bölgesel bloğun CBAM hazırlığını karşılaştıran ilk kamuya açık sentez.
Momentum Dergisi (İngilizce ve Türkçe): Üç aylık yayın, üye ve ortak ağımıza ulaşım kanalımız.
Kurumsal Üyeliklerimiz: EU|BIC (EBN Ortak Üyesi), UNESCO-UNEVOC Ağı, UN Global Compact, CoP CoVEs.

İKİ AMİRAL GEMİSİ ALAN (2026–2028)

A. Yeşil Dönüşüm ve Karbon Sınırında Uyum (CBAM)

Hedef: KOBİ'lerin ve genç girişimcilerin CBAM uyumuna erişimini kolaylaştıran bir referans merkezi olmak.

Somut Eylemler: Manisa'da bir CBAM/Yeşil Uyum Danışma Merkezi kurmak; ilk 18 ayda 50 KOBİ'ye doğrudan danışmanlık hedefi. CBAM Readiness Index'i yıllık, tekrarlanabilir bir yayına dönüştürmek ve niteliksel skorlamayı sayısal bir endekse taşımak. Karbon muhasebesi ve ESG raporlama konusunda KOSGEB ve TKYB ile ⚪ görüşme başlatmak.

B. Dijital Egemenlik ve Yapay Zeka Uyumu (AI Act)

Hedef: Türk KOBİ'lerinin AB Yapay Zeka Yasası'na uyumunu destekleyen bir bilgi ve kapasite merkezi olmak.

Somut Eylemler: Manisa'da bir AI Uyum Sandbox Merkezi kurmak. Manisa ile kardeş şehrimiz Ingolstadt arasında, mevcut kardeş şehir protokolüne dayanan bir Sınır-Ötesi Sanayi Sandbox pilotu başlatmak. Erasmus+ ortaklıkları yoluyla Avrupalı ortaklarla teknik iş birliği kurmak (🟡 başvuru aşamasında). Yapay zeka sistemlerinin güvenilirliğini kendi başımıza sertifike etmiyoruz; şirketlerin bağımsız ve akredite değerlendirme süreçlerine hazırlanmasına teknik destek sağlıyoruz.

İZLEDİĞİMİZ UFUK ALANLARI (2029–2031)

Akıllı Şehircilik ve Entegre Sektörler: İnşaat, tarım ve turizmin dijital dönüşümü; Manisa–Ingolstadt sandbox'ının başarısına bağlı genişleme potansiyeli.
Yatırım ve Finansal Mimari: Genç girişimciler için melek yatırım ve derin teknoloji finansman ağı; somut bir yapıya dönüşmeden önce yasal ve mali fizibilite çalışması gerektiriyor.
Kuantum Teknolojileri ve İleri Dijital Güvenlik: Şu an bir izleme ve farkındalık konusu.

YENİ NESLİN BEŞ İLKESİ

Veri sorumluluk gerektirir: İşlediğimiz her veri doğrulanabilir ve şeffaf yöntemlerle ele alınır.
Sınırlar haritada kalır, ilişkiler kalıcıdır: Ticaretimiz Manisa'da başlar, uluslararası politika koridorlarında test edilir, küresel pazarlarda değer bulur.
Güven inşa ederiz, teknolojiyi sadece kullanmayız: AI sistemlerini kendi başımıza sertifike etmeyiz; bağımsız ve akredite değerlendirme süreçlerine hazırlanmaya destek oluruz.
Yeşil dönüşüm tercihe bağlı değildir: Karbon ayak izi ölçümü yapılmayan yatırımlara destek vermeyiz.
Gelecek dijitaldir; bunu abartısız inşa ederiz: İddialarımızı elimizdeki kanıtla sınırlı tutarız.

YÖNETİŞİM VE ŞEFFAFLIK Her yıl, bu manifestodaki hedeflerin gerçekleşme durumu kamuya açık bir Yıllık İlerleme Notu ile paylaşılır. Bu manifesto, AVGİAD Yönetim Kurulu tarafından yılda bir kez gözden geçirilir ve güncellenir.

PREAMBLE

AVGİAD writes this manifesto not from a blank page, but on the foundation of substantive work already delivered. Our 2026 policy paper, The Eurasian Green Transformation Corridor, and our Global South CBAM Readiness Index — set the standard of rigor we intend to sustain. This manifesto is a commitment to that same rigor: measurable steps rather than inflated promises.

VISION: BEYOND BORDERS, CLOSE TO THE STANDARDS

AVGİAD aims to become more than a platform where business leaders connect. We seek to grow into a "Think-and-Do Tank" that contributes to shaping ethical, legal, and technical standards in artificial intelligence, the green economy, and digital transformation. We regard this not as a claim already fulfilled, but as a multi-year process of construction.

WHAT WE HAVE ALREADY BUILT

The Eurasian Green Transformation Corridor Policy Paper (June 2026): A sourced analysis of Turkey's bridging role in the CBAM process, sector-level impacts, and concrete policy demands on behalf of young entrepreneurs.
The AVGİAD Global South CBAM Readiness Index (July 2026, First Edition): The first publicly available comparison of CBAM readiness across nine regional blocs.
Momentum Magazine (English and Turkish editions): Our quarterly publication and outreach channel to members and partners.
Institutional Memberships: EU|BIC (EBN Associate Member), UNESCO-UNEVOC Network, UN Global Compact, CoP CoVEs.

TWO FLAGSHIP PILLARS (2026–2028)

A. Green Transformation and Carbon Border Compliance (CBAM)

Objective: To become a reference centre that facilitates SME and young entrepreneur access to CBAM compliance.

Concrete Actions: Establishing a CBAM & Green Compliance Advisory Centre in Manisa, targeting direct advisory support to 50 SMEs within the first 18 months. Converting the CBAM Readiness Index into an annual, repeatable publication and upgrading its qualitative scoring into a quantitative index. Opening ⚪ exploratory discussions with KOSGEB and the Development and Investment Bank of Türkiye (TKYB) on carbon accounting and ESG reporting.

B. Digital Sovereignty and AI Act Compliance

Objective: To become an information and capacity-building hub supporting Turkish SMEs' compliance with the EU AI Act.

Concrete Actions: Establishing an AI Compliance Sandbox Centre in Manisa. Launching a Cross-Border Industry Sandbox pilot between Manisa and our sister city Ingolstadt, building on our existing sister-city protocol. Building technical cooperation with European partners through Erasmus+ partnerships (🟡 application stage). We do not certify the trustworthiness of AI systems ourselves; we provide technical support to help companies prepare for independent, accredited assessment processes.

HORIZON AREAS WE ARE MONITORING (2029–2031)

Smart Urbanism and Integrated Sectors: Digital transformation of construction, agriculture, and tourism; potential expansion contingent on the success of the Manisa–Ingolstadt sandbox.
Investment and Financial Architecture: A prospective angel investment and deep-tech financing network for young entrepreneurs, requiring legal and financial feasibility study before taking concrete shape.
Quantum Technologies and Advanced Digital Security: Currently a matter of monitoring and awareness-building.

THE FIVE PRINCIPLES OF THE NEXT GENERATION OF BUSINESS

Data demands responsibility: Every piece of data we process is handled through verifiable, transparent methods.
Borders remain on the map; relationships endure: Our trade begins in Manisa, is tested in international policy corridors, and finds value in global markets.
We build trust, not just technology: We do not certify AI systems ourselves; we help companies prepare for independent, accredited assessment.
Green transformation is not optional: We do not support investments where carbon footprint measurement is absent.
The future is digital; we build it without exaggeration: We keep our claims limited to the evidence we hold.

GOVERNANCE AND TRANSPARENCY Each year, the status of every goal in this manifesto is shared publicly through an Annual Progress Note. This manifesto is reviewed and updated by the AVGİAD Board of Directors on an annual basis.

EU Artificial Intelligence Act and Türkiye: Standing at the Threshold of Opportunity

Avrasya Genç İşadamları Derneği — March 2026

The European Union introduced the Artificial Intelligence Act (AI Act) on 1 August 2024, creating the world's first comprehensive regulation on artificial intelligence. The law affects not only EU member states but also companies from countries that export products or services to the European market. Türkiye, due to its strong trade relations with the EU and the Customs Union framework, stands directly at the center of this transformation.

What Does the Law Introduce?

The EU AI Act classifies artificial intelligence systems into four categories based on risk levels. Systems used in areas such as healthcare, education, employment, critical infrastructure, and public services are defined as “high-risk”.

For these systems to be sold in the EU market or used independently, they must be approved by an accredited institution and obtain certification. Starting in 2026, major European buyers have begun requesting these certifications from their suppliers.

The cost of non-compliance is significant. Administrative fines may reach 3% of global turnover for general violations, 7% for prohibited practices, and 1.5% for providing incorrect information. These penalties can reach millions of euros worldwide and pose a serious risk particularly for small and medium-sized enterprises.

Where Does Türkiye Stand?

Türkiye’s artificial intelligence ecosystem is growing rapidly. By 2025, there were 1,188 active AI startups operating in the country and approximately 53% of companies reported some level of AI adoption.

However, only 6.5% of companies collaborate with domestic AI startups, while the largest challenge identified by 40% of companies is the shortage of skilled human resources in the AI sector.

Another critical gap is that Türkiye currently has no accredited institution capable of conducting independent assessments under the EU AI Act. As a result, Turkish companies selling AI systems or AI-enabled products to the EU must seek certification in countries such as Germany, the Netherlands, or Spain, creating additional costs and delays.

The Importance of the Situation in the Eyes of the EU

The European Union views the AI Act not only as a regulatory framework but also as a central pillar of its digital sovereignty strategy. Compliance with AI regulations is increasingly becoming an important factor in international trade relations and technological cooperation.

In simple terms, if Türkiye can demonstrate strong compliance with the AI Act, trade and cooperation with Europe can continue more smoothly.

What Needs to Be Done

For Türkiye to position itself effectively, three main steps are necessary: establishing accredited AI testing and sandbox centers, developing qualified human resources such as AI compliance experts and algorithm auditors, and strengthening international cooperation networks.

Our Mission

As Avrasya Genç İşadamları Derneği, we aim to contribute to closing this gap by establishing an AI Compliance Sandbox Center in Manisa. Through Erasmus+ collaborations with European partners and initiatives under international networks, we aim to support companies, public institutions, and entrepreneurs in adapting to responsible AI governance.

Time is running short. European buyers are requesting certification and Turkish companies are looking for solutions. We are here to support this transformation.
